Hilmar Zeissig is a German citizen and U.S. permanent resident, based in Houston and College Station, Texas, USA since 1978. He is a petroleum industry executive and internationally recognized energy, extractive industry and environmental policy consultant. His primary areas of expertise are legal, regulatory and institutional matters in connection with the reform of the petroleum and mining sectors, capacity building for regulatory and enforcement agencies, structuring and organization of standardization, monitoring and enforcement functions as well as design and implementation of safety and environmental standards. He has a 38 year track record in organizing and managing multi-task consulting projects in developing countries.

Dr. Zeissig spent the first part of his career as chief negotiator for the German national oil company DEMINEX and later as General Manager of oil and gas exploration and production operations for German and American oil companies in Peru, Egypt and the USA. After forming his own consulting firm in 1982, he has served as advisor to major corporations in structuring and evaluation of new business ventures as well as in the selection and acquisition of services and supplies for energy and environmental investment projects in the U.S. and abroad. Since 1986, he has been the Project Director or Lead Consultant in energy and extractive industry reform projects, particularly in the petroleum sector, in more than 50 countries for The World Bank, the United Nations’ Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Agency (UNDP), the Inter-American Development Bank, the United States Agency for International Development (USAID), the U.S. Trade and Development Agency (USTDA), the European Union, the UK Department of International Cooperation (DIFD), the German Technical Cooperation Agency (GTZ), other bilateral and multinational institutions, governments, private investors and operators in all continents. Modern laws and regulations for the oil and gas sector, drafted by him, are in force and effect in Nicaragua, Guatemala, Madagascar, Tanzania and Uganda, and in the legislative process in several other countries.

He has served in mining sector regulatory projects in Afghanistan, Burundi and Liberia, and in up- and downstream petroleum sector reform projects in Afghanistan, Chile, Costa Rica, the Dominican Republic, other Caribbean Nations, El Salvador, Ghana, Guatemala, Honduras, Jordan, Kenya, Lebanon, Malawi, Madagascar, Mozambique, Nicaragua, Panama, Paraguay, Peru, Tanzania and Uganda as well as in large regional projects in Central America, Sub-Saharan Africa and Central Africa.

Dr. Zeissig has also played a leading role as project coordinator and regulatory expert in two of the largest urban air quality improvement programs in the Metropolitan Areas of Mexico City and Santiago de Chile (1989-2000); he has experience as regulatory expert in electricity sector reform projects in Colombia (1999-2001) and P.R. China (2003/2004) and has performed extensive research on contractual and regulatory arrangements for major international pipeline systems in Africa, the Middle East, Central Asia and Eastern Europe. Most recently, he has worked on regulatory reform for Kenya’s upstream petroleum sector, Lebanon’s petroleum sector, drafting of mining regulations in Liberia, LNG legislation in Mozambique, on a global LPG project for the World Bank, on LPG distribution and regulation in Jordan, and on petroleum product distribution from the future refinery in Uganda.

Kenya: Establishment of the Upstream Petroleum Regulatory Authority. Serving as Legal Key-Expert and Project Director with a team of international and local experts to develop an organizational structure, job profiles, business processes and operational procedures for the establishment and operationalization of the Kenya Upstream Petroleum Regulatory Authority; analyzing and commenting new Energy and Petroleum Acts of 2019, reviewing other applicable legislation and existing mid and downstream regulatory institution design to identify how to integrate with the upstream regulatory aspects; conducted benchmark study in similar countries in terms of external environment, size of the upstream sector, and regulatory institutions with similar powers and functions. Contracted by the Ministry of Petroleum and Mining, financed by The World Bank. (07/2019 to 03/2020).

Ghana: Training Course in Good Financial Governance for the Upstream Petroleum Sector. Serving as co-facilitator in a 4-day extensive training course for 25 government officials, preparing and presenting all petroleum related presentations. Contracted by German Technical Cooperation Agency (GTZ), (08/2017).

Lebanon: Petroleum Sector Restructuring. Serving as lead legal expert. The purpose was to assist Lebanon in establishing a comprehensive and environmental friendly legislative framework, efficient governance and organizational structure for exploring and producing offshore oil and gas to enhance the protection and sustainable development of maritime resources. Contracted by GFA Consulting Group, Hamburg, Germany, for the European Union. (12/2016 to 09/2017).

Liberia: Development of a Full Set Mining Regulations. Serving as project director and lead legal author, supported by four international mining experts and a local consulting team. Under Liberia’s new Mining Legislation drafted comprehensive Mining General Regulation, Environmental Regulation, Health and Safety Regulation, Social and Community Development Regulation and Local Content and Employment Regulation, Contracted by the German Technical Cooperation Agency (GTZ). (12/2014 to 07/2016).

Mozambique: Study on Mozambique's Legal Framework in the context of LNG projects. Serving as an international legal expert to analyze the current legal environment, support the government in the development of a legal framework for the launch of Mozambique's LNG industry and to propose solutions that introduce clarity and transparency, balancing the interests of all participants. Contracted by Nathan Associates Inc., Arlington VA, under the USAID Support Program for Economic and Enterprise Development (10/2014 to 01/2015).

Honduras: Technical Assistance in the development of policies and regulations for the upstream hydrocarbon sector. Serving as team leader and regulatory expert to develop regulations, manuals and policy proposals for the administration of contracts, strengthening of supervision and regulatory enforcement of petroleum operations within the poliitical and normative framework of Honduras, development and initiation of a capacity building program for officials of the Ministry of Natural Resources and Ambiente . Jordan: Support to the Ministry of Energy and Mineral Resources to regulate Liquefied Petroleum Gas (LPG) sector. Serving as legal & regulatory team member to identify andimprove regulations & directives, including licenses, environmental & safety measures. that would efficiently organize and regulate the LPG sector, and to determine the requirements that adequately outline incoming investments. Contracted by MHW Brussels, financed by the EU (09/2013 to 03/2014)

Burundi: Reform of the mining legislation. Providing top level legal and policy advise to the Vice President of the Republic of Burundi, the Minister of Energy and Mines, the Ministers of Finance and Commerce, the President of the National Assembly, the President of the Senate, other government officials, private sector and donor representatives concerning in the final review of the proposed new mining law and the experience of other countries in these matters. Oil and Gas Training of Tanzanian Regulatory Officals and State Pension Fund. Presenter and trainer at a week-long seminar in Houston, Texas, and two seminars in Washington, DC. (11 to 12/2013)

Central African Republic, Republic of Congo, Cameroon, Chad, Gabon and Equatorial Guinea: Study on Implementation of a Common Petroleum Code for the CEMAC Countries. The goal of the consultancy is to assist the Economic Community of Central African States (CEMAC) in updating and harmonizing the legal and regulatory framework for the upstream petroleum sector based on an in-depth analysis of existing legislation and reform proposals in the six member states as well as input from a multi-stakeholder consultation process during visits to each of the countries. The team of consultants (consisting of an international lead author, an international advisor and a national expert in each country) will perform a comparative analysis of existing petroleum legislation, regulations, contracts and institutional frameworks in the member states, contribute to and facilitate key stakeholder workshops, provide advisory services to the CEMAC Secretariat and develop the principles and structure of a common petroleum code for the region. Serving as Project Director and International Advisor under a contract with the German International Cooperation Agency (GIZ). (from 10/2012 to 12/2012).

Uganda:  Feasibility Study on Distribution and Storage Facilities for Petroleum Products from a New Refinery for the Ministry of Energy and Mineral Development of Uganda.  Responsible for (1) An initial assessment of the existing legal, regulatory and institutional framework for the downstream petroleum sector of Uganda and of other legal issues related to the tasks of the Feasibility Study. (2)  Providing legal and regulatory advise to the government and for the other experts of the consulting team and development of final recommendations for the changes or additions to the regulatory framework and institutional structures required for the evaluation and implementation of alternative solutions concerning the infrastructure and investment options for the future transport, distribution and storage of petroleum products from an inland refinery. Serving as Lead Consultant for legal and regulatory matters, sub-contracted by the Candian firm CPCS Transcom, financed by the Norwegian Petroleum Directorate (from 03/2012 to 08/2012).

Afghanistan: Drafting of Laws and Regulations for the Downstream Petroleum Sector: Development of the regulatory framework to implement recommendations resulting from previous engagements; drafting of a downstream petroleum law, general and special regulations; selection of international safety and environmental standards, specifications and codes of practice for the sector and advise in the process of adoption as national standards or technical regulations; general policy advise the Ministry of Commerce and Industry; strengthening of the institutional structure and enforcement capabilities of the Ministry, including development and implementation of training programs. Serving as Regulatory Expert, contracted by Adam Smith International Ltd., financed by the UK Department for International Development (DFID) (from 10/2011 to 02/2013)

Worldwide: The Role of LPG  in Reducing Energy Poverty. The objective of the worldwide study is to identify the determinants of household use of LPG in developing countries, barriers to greater uptake and consumption of LPG by households, and policy and other measures to lower the barriers. It includes investigation of conditions of supply in a wide range of developing countries, with a view to establishing a basis that will provide information on the conditions in different markets with reference to good practice norms that have been proposed with areas of improvement to be highlighted. Subsequently the consultants will undertake a market-specific analysis of two selected countries where there is potential for increased LPG consumption and where supply arrangements appear not to be following best practice in order to determine how improvements in the supply of LPG to urban areas might be achieved, and attempt to estimate the likely impact on the uptake and demand for LPG. Consulting services performed under a contract directly with the World Bank (from 12/2010 to 03/2012). 

Afghanistan: Technical Assistance to the Minister of Mines by providing a review of and critical comments to current policy documents, policy development procedures and policy guidelines of the Ministry of Mines; review of other relevant donor activities; development of a comprehensive proposal for specific further assistance needed (short, medium and long-term) regarding (1) Establishment of a Policy Directorate in Ministry of Mines (incl. timeline, activities, outputs) and the assistance needed for its institutional development.(2) Drafting the General Mining Policy for Afghanistan, comprising oil and gas, all minerals, construction materials and underground water, in order to increase the revenue coming form the future development of the resources, develop the necessary infrastructure, create employment opportunities by emphasizing on the value chain, add value to its production, enhance community development complying with social and environmental standards. (3) Based on the General Mining Policy develop a Policy Framework for each key mineral known to possibly exist in the country, based on its location in the country, its potential in the domestic, regional and global markets, the current status and future needs of infrastructure and energy supply, the available workforce and future needs of same, the nature and type of the technologies required for its development, the foreseeable social and environmental impact on local communities, its comparative strategic importance. Serving as Project Director under a contract financed by the German Technical Cooperation Agency GTZ (from 08/2010 to 12/2010).

Afghanistan: Technical Assistance in the fulfillment of International Monetary Fund's benchmark concerning the restructuring of the government owned Fuel and Liquid Gas Enterprise (FLGE) performing the following tasks: (1) Fiscal assessment of the FLGE to cover tax owed, subsidy, receivables, payables,  payment plans for receivables and payables and recommendations for the regularization of  the future operation of the enterprise; (2) Review the current corporate governance procedures and management information systems; (3) Development of the business plan for the enterprise for at least one year; (4) Plan for the restructuring, corporatization or privatization of  the FLGE; (5) Work program and tasks for additional assistance for the refinement of the initial recommendations and the preparation of their implementation. Serving as lead consultant to the Afghan Ministry of Commerce & Industry and Ministry of Finance under a contract financed by the German Technical Cooperation Agency GTZ (from 05/2010 to 09/2010).

Afghanistan: Technical assistance, drafting of new Standards and Metrology Laws and regulations, institutional organization for the recently established Afghan National Standardization Authority (ANSA), selection of international standards, assistance in their adoption and training of standards officers in Afghanistan and in the US in the following domains: Construction Materials, Pharmaceuticals, Food Products, POL (petroleum, oil and lubricants) and Legal Metrology. Jordan: Advised various groups of private local and international investors and operators on crude oil and fuel oil trading,  the formation of retail marketing companies for petroleum products in Jordan, investment in the oil port at Aqaba,  in a fuel oil and waste distillation plant, on licensing requirements for operating LPG storage plants, import of LPG, commercial filling stations and retail distribution of LPG in Jordan, including quality specifications and safety standards for equipment and test methods.. Managed and provided advise on the preparation of a competitive bid for oil shale exploration in Jordan. 2006-2008.
